NTIS Bibliographic Database

The first place to look for information is the NTIS Bibliographic Database.
The database contains summaries of completed Government-sponsored studies
from 1964 to the present - representing hundreds of billions of dollars of
research by U.S. and foreign governments.

If you have a personal computer, there are two methods of digitally
accessing the NTIS Bibliographic database.

The first is through any of several online services that you connect to by
modem. But, if you expect to become a heavy user of the database, you might
want to consider purchasing the database on
CD-ROM.

If you do not have a personal computer, check either your company library
or a public or academic library - most already have access to the database.

Up-to-the-minute literature searches on high-interest topics

NTIS Published Searches

Published Searches are exclusively prepared bibliographies providing the
most current data available on a specific topic from an individual database
source. Experienced information specialists prepare the search strategies
to produce the most current, relevant data in the topic area. Published
Searches contain from 50 to 250 citations of reports and studies with full
abstracts. Each time a search is ordered, a completely new bibliography is
produced including the most up-to-date information available from the
database source.

Published Searches give you:
full citations with abstracts
thorough subject index
title list of all articles.

Abstracts in each Published Search enable you to determine quickly and
inexpensively which items are of particular interest. Includes a list of
related bibliographies.
The following are only a few of the 3,000 Published Searches NTIS has
available. To order any of them, use the order form on page 39 or call

Superfund publications

In 1980, Congress passed the Comprehensive Environmental Response,
Compensation, and Liability Act (CERCLA), commonly called Superfund.
Superfund is the nation?s environmental program for cleaning up abandoned
and uncontrolled hazardous waste sites.
The Superfund Amendments and Reauthorization Act (SARA) was passed by
Congress in 1986 to update and improve CERCLA. This law authorizes the
Federal Government to respond directly to releases, or threatened releases,
of hazardous substances that may endanger public health, welfare, or the
environment. Superfund is administered by the Environmental Protection
Agency.
NTIS, in cooperation with EPA, distributes the fact sheets, directives, and
technical publications needed to respond to Superfund legislation and makes
them available automatically, as they are issued, weeks before they are
formally announced.
Superfund material is available in the following six standing order
subscriptions. Each is issued as material becomes available. An NTIS
Deposit Account is required; the minimum deposit for each is listed.

EPA Pesticide Label File;Site Enforcement Tracking System (SETS)
(Datafiles)
Prepared by Environmental Protection Agency

When expending Superfund monies at a CERCLA (Comprehensive Environmental
Response, Compensation, and Liability Act) site, EPA must conduct a search
to identify parties with potential financial responsibility for remediation
of uncontrolled hazardous waste sites. The EPA regional Superfund Waste
Management Staff issues a notice letter to the potentially responsible
party (PRP). Data from this notice is used to form the Site Enforcement
Tracking System (SETS). This data includes the PRP?s name and address, a
company contact person, the date of issue, and the related CERCLA site name
and identification number. SETS was created by EPA to track PRP
identification at both NPL (National Priority List) and non-NPL sites, and
as such, does not address other administrative duties related to tracking
PRPs.

Handle With Care: Preventing Food Borne Illness in Nursing Homes
(Instructional Videotapes)

Nursing home residents accounted for 2.4 percent of food borne illnesses in
the U.S. between 1975 and 1987, but 19.4 percent of the deaths. The elderly
were 10 times more likely to die of food borne illnesses than younger
adults. To target this problem and prevent outbreaks in the future, the
Food and Drug Administration, Centers for Disease Control, and the Health
Care Financing Administration joined forces to produce two instructional
videotapes on nursing home food safety techniques. One is geared for
nursing home medical directors and administrators; the other for food
service managers and workers. The videotapes are accompanied by a teaching

This tape contains more complete and current information about the Medicare
population than is available from any other source.
The MCBS is a continuing multi-purpose study of a representative sample of
the Medicare population. The Round 1 MCBS interviews were conducted in 1991
with 12,677 individuals; 11,735 at home and 942 in institutions.
While the MCBS focuses on financing of health care, the Round 1 interview
collected a variety of baseline information about the Medicare population,
including demographic characteristics and family support. The MCBS data is
linked to 1991 Medicare claims and other administrative data to enhance
their analytic power. The resulting combination of Medicare administrative
data with information that can only be obtained from personal interviews

Critical Technologies;Gaining New Ground: Technology Priorities for
America's Future
Prepared by Council on Competitiveness

Examines the erosion of America's once-commanding lead in critical
technologies and recommends what the U.S. must do to get it back. Although
this report represents the first time that America's corporate, academic,
and labor leaders have reached a consensus on this question, the council
has not been alone in attempting to identify the generic technologies that
benefit many sectors. Various industry groups and agencies in the U.S.,
Japan, and Europe have all published critical technology lists.
These lists are striking in their similarity. Despite different goals and
national perspectives, experts from Brussels to Tokyo to Washington
essentially agree that future economic prosperity depends on leadership in
the same basic technologies. (83 pp.)

Software from the U.S. Government

Cobol Compiler Validation System;Cobol Compiler Validation System (CCVS)
Prepared by Department of Commerce, National Institute of Standards and
Technology

This system-independent source program library is a series of audit
routines. The programs present all implementor names in encoded mnemonics,
made up of a series of X's followed by a three-digit integer. The executive
routine provided with the CCVS replaces these mnemonics with information
provided by the user at the time the source programs are extracted from the
program library, resulting in syntactically correct programs for a given
compiler. Each program contains entries and statements that thoroughly test
features of a portion of the language. Generally, each program is
restricted to testing the features of a specific level of one functional
module of Cobol so that the user can select the level at which the compiler
is to be tested.

Business opportunities from Government inventions;Government inventions
Inventions available for licensing;

Each year Federal laboratories patent hundreds of new technologies that
have significant commercial potential. Industry can license these
inventions for commercial exploitation. The NTIS Center for the Utilization
of Federal Technology (CUFT) offers exclusive, coexclusive, and non-
exclusive licenses, depending upon the technology and market conditions.
The publications listed here help identify licensing opportunities.

The Directory of U.S. Government Inventions
(Directory)
A joint venture between Government Data Publications, Inc. of Washington,
DC, and NTIS

Describes 9,742 inventions that have significant commercial potential.
Each listing gives the title of the invention, the Government agency
involved, the filing date, the patent number (or patent applied number),
name of inventor, and a detailed summary of the invention. Multiple
indexes make the directory easy to use. A special feature is the Unique-
Index? that consists of all nouns appearing in each invention, allowing
users to locate products and processes that would not come up in
conventional indexes. The Unique-Index also encourages a cross discipline
search that could lead to valuable ?hidden? connections that can give a
company a decisive competitive edge. The directory also includes a section
describing the licensing process, how to get copies of patents, and the
patent applications of the inventions in the directory. The directory
covers 1981 through 1990.
