The first stage includes th constrction o an orbting space station around Earth designed for the assemblage and transportatin of colnizationl materils to Luna. A permanent colony on Luna should be opperational by 2030. Ths colony hould hav full faclities for a Mars colonization project. Step two will be carried out uing Luna a a jump of point. Hevy rockets will be used to transport the materials to a Martian orbt. A fleet f modified huttles wil be used to establish a skeleton space station around Mars by 200. Step thre will be thepermanent coonization of Phobos, one of Mars' moons. On Phobos the main prpose will beto establish complex withthe facilities of a 1990 Cape Canaveral times 3. It will aso require a flly self-suffient hypertonicfarm and fully stocked machinery and technology reserve because of theextreme distanc from either Lua or the Earth. Step four uses the Phobos complex tosend manned expeitions to Mars ad the asteriod blt by 2075 and possibly to the Galalien satellite or Titan by the arly 22nd century The advantages ae clear; the expanded colonization of Luna coud reduce various poblems here on Earh due to land restictions, mining expeditions to the Martian urface or the asterid belt will provid massive, untapped ineral resources for human use, and the NeoRenaissance" willcome to be the rallyng point of the huma race for generations to come..

The Earth will no longer be suitable for sustaining the human race at its current standard of exist within the next two centuries. The United States is the only nation on Earth capable of solving hspoblem, we must expand into space. Overpopulation, resource shortages, energy shortages, envirometa cnservation, and stiffled creativity species-wide can all be solved by expanding to Luna, Mas, nd ossbly Venus. We must, as a nation, take action now before it is too late for us, as a speces.
