Other Citizenships: New Country Alternatives

Just for a moment, try to make believe that today is April 1986. A few months ago U.S. President Ronald Reagan was publicised all over America as promoting the international Foreign Birth Registration program to U.S. citizens if they planned to travel abroad.

"This is the height of the terrorist season...", exclaimed Reagan, referring to planes being hyjacked by individuals, both 'foreign' and 'domestic'. Although, many domestic hyjackings in the U.S. weren't remembered for very long, there were some facets about them that were never released in the news.

One such instance took place at the Los Angeles International airport in couthern California. A Continental airline passenger jet was actually 'comandeered' on the ground or as news reports indicated "hyjacked'.

What wasn't revealed was the so-called "terrorist" was a former U.S. Special Forces soldier who later became a high-level U.S. Department of Defense scientist and nuclear physicist working on super secrets.

Imagine, a ROCKWELL Senior Staff Scientist and Nuclear Physicist working for several years at U.S. National Laboratories like the Jet Propulsion Laboratory in Pasadena, California who all of a sudden goes crazy.

The "terrorist" in this case was Vytautas "Vic" Jonas Malasauskas, a native born Lithuanian and naturalized U.S. citizen who had served honorably in the U.S. Army and was previously stationed in Augsburg, West Germany.

Victor was 50-something, drove a red Corvette convertible, was an avid skier and tennis player, lived in the popular adult community known as Oakwood Garden Apartments in Marina Del Rey and in Seal Beach, California.

Vic had other favorite things too. His work.

Scholastic and work wizardry skills of Malasauskas involved electro-optics, growing crystalline materials in outer space and some very classified research and development projects for U.S. government space weapons programs.

Malasauskas was one of the great minds behind a secret technology project involving "staring plane mosaics", a 'star' navigation and telemetry guidance system used in various NASA space projects, which was being converted into the U.S. "Star Wars" program using airborne lasers and projected energy beam weapons.

Vic had just returned to the JPL lab in Pasadena from an intense Pentagon briefing, given by a group of high-level Generals of the U.S. Strategic Defense Initiative (S.D.I.). A subject where even the 'names' of security classifications were 'classified'.

Vic had just been informed by his JPL program manager that the long-haired hippy who was constantly reading the comic strips and the Sunday funny papers in the department next to him, was not just a Carl Sagan wannabe astronomer from the University of California at Berkeley, but was going to be Vic's new 'assistant' for the program the Pentagon officials had just briefed Vic on.

Vic had a serious problem with the vast majority of JPL's so-called 'rocket scientist' "specialists" who for the most part were stupid, marijuana-smoking, hippy freaks, and beat-niks. Thowbacks from the 1950s and '60s, according to Vic, would typically nap and eat lunch out on one the back lawns outside the JPL building, which Vic swore smelled like it had been fumigated with freshly smoked hemp or other.

Vic's program manager cited 'budget cut-backs' as the reason for the curious lack of truly specialized talent that would have otherwise filled those 'specialist' spots on their JPL team.

Vic was a middle-aged rocket scientist and if you didn't know him you might swear by his short blonde haircut and steel blue eyes that he was a true Aryan rocket scientist straight out of Adolf Hitler's rocket research center at Peenemunde.

Vic couldn't or wouldn't grasp what his boss seemed to understand. Hippy's could work on sensitive defense projects too. Vic [leaded with his boss to dump the hippy, as he tried to explain how important his new project assignment was for the 'program' of national defense. Vic's boss didn't want to hear Vic's please for mercy to be saved from having an idiot assigned to him for what the Pentagon officials had just drilled Vic about in the briefing. Vic gave those generals his personal assurance that their project would receive the highest level of talent under his direction.

One sunny day, after Vic was tired of begging for qualified talent, he stepped into a Radio Shack store in southern Califormia, bought a plastic remote-controller for a remote-control toy car, stuck a disassembled Browning 9mm automatic pistol inside his 'carry-on' ski boots, which then caused the gun to pass flawlessly right through airport security x-ray machines due to the boots reflective metal buckles that provided the much-needed cover for the concealed weapon. Vic then boarded and tookover a Continental passenger airline at Los Angeles International.

Vic was sentenced to twenty (20) years in federal prison, where he actually wound up serving twelve (12) years before returning to California and then Colorado.

Vic was an example of just one (1) U.S. domestic hyjacking incident that was never really focused on too closely by the media outlets. In fact, Victor's incident at LAX never was placed into the list of hyjackers because, the plane never got off the ground.

Victor's incident was more or less a U.S. national secret. He had been entrusted with plenty of secrets. He had special talents as an American soldier and maintained a good reputation.

What was never uncovered was 'why' or 'what' possessed Vic to finally 'snap'. And, why did the U.S. government cover-up his background? Today, the answers are fairly obvious since this is typical of most bureaucracies.

Victor was one of the 'domestic' hyjackers that President Reagan was referring to in his speech along with others abroad, like the Croatian terrorists, Cuban exiles turned terrorist or freedom fighter seeking salvation, and other maligned or misunderstood individuals, culled from a cornucopia of troublesome times, unfortunate personal risks, and other disturbing situations that may have entered their lives and causes.

All of them, the President warned U.S. travellers about. This was the primary reason U.S. citizens were seeking alternative personal safety measures before travelling abroad.

Through countries of the European Economic Community (EEC) - now called European Union - and the 'foreign birth registration' (FBR) citizenship programs. It was under these international auspices that a loophole was created, in order for them to travel undercover using another country's passport (legally) other than a domestically issued U.S. passport. Sound weird? Not really . . . This actually happened and is still being honored to this very day!

How sound was this President's advice? Was he promoting a traitorous act? Turns out, No! Even President Ronald Reagan himself obtained a foreign birth registration (FBR) citizenship certificate, and passport, becoming the first "Dual National U.S. President", a U.S. born citizen holding both United States and Irish citizenship.

What spurred the U.S. President's concerns for U.S. citizens were that they were being singled-out by hyjackers and according to their passports indicating their country of identity, holding the U.S. citizens out for ransom while other nation citizens were being released by some of the hyjackers.

So, the President of the United States (back then) was recommending that if U.S. citizens were going to travel aboard and were ever unfortunately hyjacked that they should provide to the hyjacker's demands their "FBR-designated country passport" (any countries providing this), but to NOT surrender or expose themselves as U.S. citizens by their U.S. passport.

I was one of many U.S. citizens (sheep) who sought out the recommended Presidential protection suggestion for FBR passport arrangements, and sought out the lineage of my parents and grandparents (using the Consulate's research team for a small fee) to locate the necessary documents to show and then 'qualify' with parental or grandparent lineage to a foreign country for the express purpose of FBR entitlement and to obtain the EEC/EU passport for that new country of mine. In my case, EEC/EU Irish lineage was through my grandparents on my father's side so, in 1986 I got my Irish citizenship papers and Irish passport to travel under. That was 'then', and well BEFORE 9/11.

It's still possible to do what I did back in '86, today, but there are a few things to expect . . .

I called the consulate and had them send me an Irish passport application since mine expired nine (9) years ago. Not to worry! They found my grandparents marriage certificate in Ireland that helped them to track down their birth certificates in ireland too. In addition to the application I received an instruction sheet from the Consulate General of Ireland.

RULE ONE: 'READ' Instruction Sheet CAREFULLY!

The first and probably most important problem I recognized right away was that the Irish government does NOT accept a "notary public" to complete the "certificate of identity" portion on the passport application.

The only person(s) authorized to fill out this portion was any of the following:

- Member of the clergy
- Police official
- Doctor
- Lawyer
- Bank (Assistant) Manager
- School Principal
- etcetra

But, NOT A NOTARY PUBLIC!!! Go figure . . .

My problem? Although I've been with my credit union for 3-years now, have a checking account, a loan, a savings account, etc. the "Manager" told me that they couldn't complete a "certificate of identity" portion on my passport application form, and they could not tell me who would, except perhaps a "BANK".

I checked with six (6) banks who all refused to fill out the few simnple lines on the form UNLESS I opened an account with them and after six (6) months tenure with their bank THEN they would fill it out. Sheesh! Welcome to post-9/11 America . . .

Checked with the local police department and they were totally clueless about a stamp or seal that they would have to affix to a foreign country's passport application, BUT they were more than willing to run my fingerprints for warrants and terrorist hotlist datrabase checks, and then sort things out later. Sheesh! Welcome to post-9/11 America . . .

Couldn't find a lawyer for under $250 (USD) that was willing to get off their ass in their chair, and even tried an immigration lawyer, but he didn't speak English. Welcome to the America!

Oh twelve (12) doctors, the cheapest one only wanted to charge me $150 for an "office visit", but then couldn't find any stamp or seal to place on the Irish passport application form.

I was no longer in school so all the school "Prinicipals" told me that I did not "qualify" to use them on the form.

No one else from the list seemed to be able to help me with this certificate of identity portion of the form either!

Protestant Ministers, Jewish Rabbi's, Muslim Clerics, and Born Again pastors couldn't bring themselves to stop asking questions ("Why don't you go to the police?" was one favorite question along with, "You may be a traitor!"). But, a good ole Irish Catholic priest, would do the trick, but I had to settle for a Nicaraguan Cuban Catholic priest instead. And, this priest didn't even ask for my identification to certify that I was who I was trying to claim to be for the purposes of the certificate of identity for the Irish passport application.

Okay, then came the passport photos and their precise measurements (each country may have different photo measurement requirements), which are entirely different than the photo size required for the U.S. passports . . . AND, the photos for the Irish passport have to be 'signed' on the reverse of the photos by . . . That's right, the person performing the certificate of identity!

Small-paged Irish passports (about 30-pages) with an expiry date up to 10-years is $80 dollars (USD). Large passports (48-pages) are $95.

Send $45 (USD) - American passports are more complicated to send to FedEX/UPS than what it supposedly costs the Irish to have FedEx handle the expedition of documents back to you, "supposedly"! - and you MUST also send your "travel itinerary" AND, a copy of your "paid in-advance airline tickets" too!

There seems to be a curious grey area where one must be able to, magically or mystically calculate through a crystal ball, their travel itinerary in conjunction with the U.S. passport processing procedure as well as FedEx or UPS delivery with the precise date that you need to tell the State Department that you must leave! It's virtually impossible to justify an expedited passport and then still be able to get the passport before your flight leaves too. Remember what will happen if you do NOT leave on the date and time for which your tickets indicate you MUST too! Think about THAT and how responsive the U.S. federal government bureaucracies are with your requests, applications, and other needs. Ahhhhhh . . . Got the picture?

There are other nuances to getting your passports, certificate of identities, and other 'issues' that will stretch the imagination and what most 'think' will be an easy process into an all day, all week or, month+ long adventure.

Hint: Make sure to have 'at least' more than one (1) 'blank' passport application, just in case 'you' or 'your identity verifier' makes a mistake signing the back of your passport photos or on your application form.
