Things you will Need. (These should all be readily available in any typical household)
One empty two-liter soda bottle
Aluminum foil
Plastic Bag, such as a grocery bag or bread bag. Make sure there are no holes in it.
Duct Tape (or electrical tape, medical tape, etc.)
Cutting device (Razor, knife, scissors)
Power drill (optional)
First, cut off the bottom of the bottle; try to cut uniformly but precision isn't too important here.
Next, push the bag into the bottle so that the open end of the bag is facing out of the bottle. You may need to cut some of the bag off. Now tape the bag securely to the inside of the bottle.
Drill a hole into the top of the bottle cap. If you don't have a drill, use a knife or whatever is handy, but it will be a pain in the ass.
Put a piece of the foil over the cap, pushing it into the hole to form a bowl, and fold the excess under the cap.
Poke holes in the aluminum foil to allow airflow.
To smoke out of the device, first suck air through the top of the bottle to bring the bag into it. Screw the bottle cap/bowl onto the bottle and put some weed in. (I don't suggest putting too much in, or else you'll end up coughing like mad)
Hold a lighter above the weed while pulling slowly on the bag. It helps a lot to have one person light and one person pull.
When the bag is fully extracted, unscrew the cap and inhale quickly.
Try not to cough.
If you feel like it, exhale the smoke back into the bottle and then inhale it again.
